Hon’ble Prime Ministers’ Development Programme (PMDP)

• • Hon’ble Prime Minister’s new Reconstruction and Rehabilitation Plan 2015 was framed on the philosophy of 24x7 Power for All (PFA) by 2019 and ensuring Fiscal Autonomy (EFA) of J&K for a new era in development.
• • Distribution sector in urban areas of PMDP shall be dealt under Umbrella scheme of IPDS.
• • Since in absence of strengthening and augmenting of back ended Transmission of Jammu and Srinagar Cities, this investment in distribution sector was not likely to yield desired results and accordingly issue was taken up with MoP to allow Rs 1200 Cr (out of earmarked amount Rs. 3895 Crores) for works under Transmission sector which was agreed to by MoP. Rural Electrification Corporation (REC), Power Finance Corporation (PFC) and Central Electricity Authority (CEA) were designated as Nodal Agencies for appraisal of DPRs of rural, urban areas of distribution sector and transmission sector respectively. Accordingly revised DPRs amounting to Rs 3878.74 Crores have already been finalized with REC (Rural Electrification Corporation) for rural areas and PFC (Power Finance Corporation) for urban areas and with CEA for transmission projects. MoP, GoI vide No. 16/38/2015-IPDS (Vol.II)(Pt), dated 9th November 2016 has till now conveyed approval for project Cost of Rs 2570.14 Crs and sanction of Government of India Grant of Rs 2301.62 Crore, being 90% of approved project costs of Rs 2557.35 Crore and Rs 12.79 Cr being 0.5% of approved project cost as Grant for Project Management Agency for Distribution Strengthening Works of J&K PDD.
• • Distribution Strengthening Project, PMDP-Urban
• o For strengthening of distribution system in urban areas, the scheme covers those areas which were left out in 12 urban circles under IPDS schemes. MoP, GoI sanctioned these 12 projects at a cost of Rs. 1144.59 Cr.on 9th November, 2016. The sanctioned cost for Leh Circle is 27.47Crore.
• o RECPDCL was engaged as Implementing Agencyvide Govt Order No 52-PDD of 2018 dated 08.02.2018,for five (5) circles [Jammu, Srinagar, Ganderbal, Sopore&Leh].
• o RECTPCL was enagaged as PMA since inception of project and M/S WAPCOS from 2021 till date.
• o Time of completion was 30 months from the date of sanction the packages will be completed in December 2022 UT of Ladakh.
• o The establishment of meter testing lab project is withheld due to change in specifications of meters from conventional to smart meters and proposed reduction of meter testing labs from 33 to 7 is under the process of approval.


• • Distribution Strengthening Projects under PMDP-Rural
• o For strengthening of distribution system in rural areas, the scheme covers those areas which were left out in 21 rural districts under DDUGJY in the erstwhile J&K state. MoP, GoI sanctioned these projects at a cost of Rs. 1157.75 Cr. on 9th November, 2016.
• o PGCIL was engaged as Implementing Agency,vide Govt Order No 52-PDD of 2018 dated 08.02.2018 for Leh Circle.
• o Projects for replacement of Barbed wires/worn out poles have been taken up by ED Leh and Kargil.
• o Time of completion was 30 months from the date of sanction of scheme.
• o Status
•  Out of 19 packages of DDUGJY and PMDP-Rural schemes, sanctioned at a cost of 4 packages will be completed in February, 2021 and remaining 15 packages in March, 2021.
•  2 projects for replacement of Barbed wires/worn out poles stand completed.
•  The progress of 66/11KV substation under the scheme is completed.
•  Electrical Infrastructure at Shrines being implemented by the JKPDD: All shrines are awarded, are completed and are under progress.
