Restructured- Accelerated Power Development and Reforms Programme(R-APDRP)
• Ministry of Power, GoI launched Restructured Accelerated Power Development and Reforms Programme (R-APDRP) in July 2008 to cover urban areas - towns and cities with population of more than 30,000 (10,000 in case of special category states like J&K).
• The programme was launched with following objectives:
• The focus of the programme is on actual, demonstrable performance in terms of sustained loss reduction.
• Establishment of reliable and automated systems for sustained collection of accurate base line data and adoption of IT in the areas of energy accounting are necessary preconditions for the sanction of projects.
• Reduction of T&D losses in urban areas of a State @ minimum 3% p.a. (cumulative) for a period of 5 years to bring T&D losses to a minimum of 15%.

Projects under the scheme shall be taken in two parts, Part-A & Part-B:-
• RAPDRP Part-A
• RAPDRP Part-B
• RAPDRP Part-A shall include: -
• Preparation of Base-line data for the project area covering Consumer Indexing, GIS Mapping, Metering of Distribution Transformers and Feeders.
• Asset mapping of the entire distribution network in the project area.
• Adoption of IT applications for meter reading, billing &collection, energy accounting & auditing.
• Redressal of consumer grievances; establishment of IT enabled consumer service centers etc.
• Implementation of SCADA/DMS System.
• RAPDRP Part – B: -
• Renovation, modernization and strengthening of 11 kV level Substations, Transformers/Transformer Centres
• Re-conductoring of lines at 11kV level and below, Load Bifurcation, feeder separation, Load Balancing
• HVDS (11kV), Aerial Bunched Conductoring in dense areas,Replacement of electromagnetic energy meters with tamper proof electronics meters
• Installation of capacitor banks and mobile service centers etc.
• In exceptional cases, where sub-transmission system is weak, strengthening at 33 kV or 66 kV levels may also be considered.
• Power Finance Corporation (PFC) was appointed as Nodal Agency for the Program

o RAPDRP Part-A: This scheme was implemented by Kashmir division before the un-bundling of the power department:
The Data Center cum Customer Care Center has been set up in Leh and Kargil District.
Some of the DTs have been metered. 100% DT metering was not done in both Leh and Kargil.
Data centre is working in island mode due.
• RAPDRP Part-B
RAPDRP-B projects sanctioned at a cost of Rs. 17.19Crore for Leh Circle and completed in March 2022.
M/s FeedbackInfra has been appointed as PMA for Ladakh and RECPDCL as PIA for the scheme.
