Revamped Distribution Sector Scheme (RDSS)
The government of India has approved the Revamped Distribution Sector Scheme (RDSS) to help DISCOMs improve their operational efficiencies and financial sustainability by providing result linked financial assistance to DISCOMs to strengthen supply infrastructure based on meeting pre-qualifying criteria and achieving basic minimum benchmarks.
On June 30, 2021 the Cabinet Committee on Economic Affairs approved the Revamped Distribution Sector Scheme (RDSS).
- • It is a reforms-based and results-linked scheme with an outlay of Rs 3,03,758 core and a gross budgetary support of Rs 97,631 crore from government of India over a period of five years from 2021-22 to FY 2025-26.
- • The scheme provides for annual appraisal of the discom performance against predefined and agreed upon performance trajectories including AT&C losses, ACS-ARR gaps, infrastructure upgrade performance, consumer services, hours of supply, corporate governance, etc.

- • Reduction of Aggregate Technical and Commercial (AT&C) losses to pan-India levels of 12-15 per cent by FY 2024-25.
- • Reduction of Average Cost of Supply (ACS) - Average Revenue Realized (ARR) gap to zero by FY 2024-25.
- • Improvement in the quality, reliability and affordability of power supply to consumers through a financially sustainable and operationally efficient distribution sector.
- • Modernisation of the discoms through technology enhancement in the areas of asset management, customer experience and business operations.
- • LPDD caters to the electricity needs of more than around 71,522 (Seventy-One Thousand five Hundred twenty-two) consumers across 2 divisions of Leh and Kargil. The key indices of LPDD as on 31st March 2023 are depicted in the following table which highlights the operational and commercial parameters of the LPDD.
- • REC Ltd.Letter REC/RDSS/Ladakh/PD/2022/344 Dated 26.11.2022, The Action Plan and DPR for RDDS to be implemented in Union territory of Ladakh got approved with a cost of Rs.687.05 Cr & Border Area Infrastructure Works sanctioned under RDSS Scheme with a cost of Rs. 175.79 Cr. Thereby, Total Outlay of Rs. 862.84 Cr.
- • The Scheme comprised of Grid Connectivity to Changthang Region, Downline Infrastructure in Zanskar Region and other Loss reduction Works of LTAB Cabling and Augmentation of old Distribution Transformers.
